Hello,
I have an aim to become Company Secretariat and study ICSI course and also wanted to do my Graduation along with it. Should I apply for Graduation in School of Open Learning, Delhi University?

Look it is not possible to pursue two courses at a time. If you want to do CS, then you should concentrate on this course rather than of anything else. If you want to do Graduation, my opinion will be that you should first complete your Graduation then you should opt for ICSI courses as these courses can also be done after the Graduation and you will be benefited if you pursue it after Graduation.
