To become a lecturer, the minimum qualification is a masters degree with 55% marks in the concerned field from a recognized university. You can apply for such jobs, if you have the minimum qualification.

For government lecturer jobs, you need to have NET/SET qualification with a decent score to become eligible for a lecturer job. Selection will be on the basis of performance in the interview and your academic career.
