No, 12th standard candidates are not eligible for Indian Railway Loco Pilot exam.

Educational qualification:-

Eligible ITI departments are Fitter/Electrician/Instrument Mechanic/Mill Wright or Maintenance Mechanic/Mechanic Radio & TV/Electronics Mechanic/Mechanic Motor Vehicle/Wireman/Tractor Mechanic/Armature & Coil Winder/Mechanic Diesel/Heat Engine/Turner/Machinist/Refrigeration & AC Mechanic.

Eligible Diploma departments are Mechanical/Electrical/Electronics/Automobile Engineering.

Age criteria:-

Minimum age =20 years
Maximum age =30 years

Railway Recruitment Board(RRB) recruits candidates for the post of Assistant Loco Pilot.
RRB conducts three stage tests to qualify students at the post of Assistant Loco Pilot which includes
-Written Test
-Document Verification
-Medical Fitness Test

After completing these three round test , they become eligible to attain training period.
After completing training , they will have to serve as Assistant Loco Pilot first in goods vehicle and then they will get promoted to drive passenger and other trains according to their performance .

Eligibility criteria to apply for RRB's Assistant Loco Pilot posts are
-Candidate must be a citizen of India.
-Candidate have competed either 10+2 in Physics,Chemistry and Mathematics or have completed matriculation with valid ITI degree in approved by NCVT or SCVT .
-Candidate must be of age group 18-30 years.
-Age relaxation is applicable as government norms.

So, you are eligible to apply for Loco Pilot post but RRB has still not given the notification of Loco Pilot ,so, you will have to wait till the notification comes out.

Eligibility criteria of Loco Pilot:

Candidates must have completed Act Apprentice or ITI pass or Diploma in Mechanical/Electrical/Electronics/Automobile Engineering from an institution recognized by AICTE. To become a Assistant Loco Pilot a candidate's age must fall into the range of 18 years to 28 years.
