can I do a graduation in arts even
though I have failed in class 10 (ICSE).
I have appeared in 10th 16 years ago....
please let me know asap

No, you are not eligible to pursue B.A course because you cannot satisfy the eligibility criteria required to pursue this course. To be eligible to pursue B.A course, you must have completed 12th standard or equivalent in any stream from a recognised board. Since, you have not qualified 10th standard, you are not eligible to pursue B.A course. So, I suggest you to appear for your 10th board examinations and qualify in it and then, you can pursue 11th and 12th standard from a recognised board and after completion of 12th standard, you can pursue B.A course from a recognised university.

If you want to continue your studies you should complete your 10th and 12th class with open board or as a private student...
After 12th you can get admission in B.A bachelor's degree and do your further studies.
