Most of the engineering entrance exams ask for 50% marks in PCM stream to become eligible for it. Therefore, it will be difficult for you to apply for entrance exam because of less marks.

Even after relaxation of 5% marks on the basis of reserved category you will be short of required marks. Hence, you are not eligible for it.

No, it is not possible to get admission in B.E course in good college after completion of your 12th standard with an aggregate of 40% marks from PSEB board. To get admission in B.E course in good college, you must have obtained minimum aggregate of 60% marks from a recognised board. Most of the colleges offer admission in B.E course through entrance examination, so, if you secure good rank in entrance examination then, there may be a chance that you can get admission in B.E course in good college after completion of your 12th standard with an aggregate of 40% marks from PSEB board.

You are not even eligible to get admission in the above mentioned course, forget about getting admission into to ranked colleges. You are not even eligible to sit for JEE(Main) entrance examination, without which you won't be able to get admission in the above mentioned course. And as it is your score is not that good enough, which will get you into any college via management quota.
