What to so if School authorities are denying my TC? Is it the CBSE board who issues TC or the school?

My younger brother passed class 10th examination from CBSE school and now he wants to change School for which a transfer certificate is required. However the school authorities are saying that the transfer certificate has been sent back to Ajmer Board because the house was locked when it came for delivery and therefore we should now go to Ajmer to collect the TC.
I just don't understand is it the CBSE board who issues TC or the school?
Are the school authorities trying to befool us?

No.
This is not possible .Because school has any authority to deny the issuance of the transfer certificates and other documents when the children opt to move to other schools.
You can approach the CBSE and education department of Maharashtra.
Do you have any question? or have anything to say?
