Hello friend,
Yes, it is necessary to qualify in all the three paper to qualify the National Eligibility Test-NET.
If you do not get the qualifying marks in the first two paper, paper III is not supposed to be evaluated and if you do not qualify in Paper III but have qualified paper I and paper II, you will not qualify NET.
