No. A recognised university means that it has been recognised by UGC or University Grants Commission of India. First know what each body is responsible for
AICTE : This is a statutory body established in 1945 which is responsible for evaluation of standard of educational institutions offering UG and PG courses in technology/engineering, architecture, arts and crafts. When setting up of a new college is proposed aicte evaluates it's infrastructures, facilities, faculties appointed. If the institute meets a standard prescribed by AICTE, then the institute is given approval. Goverment of India has made this mandatory.
UGC :University Grants Commission gives a institution the tag of university. It gives autonomy to the institution. UGC recognised university can award degree which is valid throughout the country.
DEC : It stands for Distance Education Council of India. It is responsible for evaluating distance mode education. It was set up under Indira Gandhi Open University. This body approves institution on meeting certain criteria of quality of education being provide and effectiveness of teaching method.

Hence a university never means it is recognised by all bodies. A university which offers degree which are non technical never needs approval of AICTE. Similarly, only a institution which has distance learning course needs recognition from DEC.

hello Sir , i have 49% marks in Graduation .. but i have sikkim manipal Post graduation MA english degree with 65 % marks which is UGC , DEC Approved, so can apply for government jobs like SBI PO or IBPS PO ?
