Yes, of course you are eligible for Diploma in Administration after completing GNM nursing.

ELIGIBITY CRITERIA FOR DIPLOMA IN ADMINISTRATION:

Applicants applying for diploma in Diploma in Administration must have 12th Science pass with at least 50% marks from a recognized university.

The admission is done based on the marks gained in Entrance exam conducted by the respective university.
