Yes you can apply degree course after completing your Diploma in French.
But not on basis of Diploma result, you have to appear in Entrance Exam called Later Entry to get admission in B.E or B.Tech in French.
Here are name of some Later Entry JEELET, BCECE etc.
you get admission in 2nd year B.E or B.Tech course through Later Entry.
Later Entry syllabus is based on your Diploma syllabus so take some preparation to get good rank to get admission in good college.
