Central Recruitment Fee (CRF) Stamps . Why should be it's so important,does it any helpfull to UPSC Candidates ?

I'm not getting CRFS stamp in any post office ,please tell me what should be the substitute of this stamp?
Can I paste 100 rs instead of CRFS stamp??
