Admission in cheap and best agriculture college is possible with second division in I.Sc?

Myself Rajeev kumar Rat.I am from Nepal,now living in Delhi.I have completed my I.Sc from Tribhuvan University(T.U) with second division 57%.I want BSC agriculture.My father is farmer so I want to see new technology and growth in farming.My economic is weak. Can get admission in cheap and best college?hank you!!!
