The minimum eligibility criterion for attending the CDS exam is a graduation. If the candidate is having a graduation in engineering, they can apply for the Indian navy and Indian Air Force. Since you have a backlog in your exam you are not eligible to apply for the CDS exam. The candidate will be eligible to apply for the exam only on completing the graduation. Hence you can clear your backlog subject paper and then apply for the CDSE.
