Hi I have completed my B-tech in EEE with second class and also I am an OC candidate. SO can I except any eligibility for govt jobs.

as you completed your B-Tech means graduation course so you are eligible for applying Govt. Sector Jobs,
You can apply for various Govt. Banks exam as well as Private bank exams.

you have a chance because you are a OBC student..
you get sime relexation in every gov. exam some how the relexation is 5 to 8% in the general criteria..
