Am I eligible for SSC combined higher level exam for data entry operator, LDC and Stenographer exam after completing 3 years diploma in Computer Engineering from Polytechnic College after 10th?

SIR,
I have passed 3year diploma in COMPUTER ENGG. from Polytechnic college after 10th(Matric). I have not passed 12th.
so sir I am eligible for SSC COMBINED HIGHER LEVEL EXAM FOR DATA ENTRY OPERATOR AND LDC exam and stenographer exam.
Sir Polytechnical diploma is equal to 12th or not.
sir send answer as soon as posible.

Is polytechnic is equal to 12th.I have passed 3year diploma in Mechanical ENGG. from Polytechnic college after 10th(Matric). I have not passed 12th.can i get admission in Bsc.
