No you are not eligible to appear for the UGC NET exam or take up Ph.D with a B.E qualification. You need to be a post graduate to apply. To apply for the post graduation course you need to appear for entrance exams like GATE. You can appear for these exam when you are in the second year of post graduation. Even for taking up a Ph.D you need to clear the entrance exam conducted by the university where you plan to pursue the course.
