Group I Exam conducted by Tamil Nadu Public Service Commission comprise of various posts and for few of them, candidates with specific qualification are only preferred which do not include a degree in Computer Applications.
Being a graduate in Computer Applications, you will be considered eligible for the following posts included in the Group I Services by Tamil Nadu Public Service Examination:

• Deputy Collector
• District Registrar
• Assistant Director of Rural Development Department
• Divisional Officer in the Fire and Rescue Services

The minimum eligible age to apply for the Group I Examination is 21 years.
The maximum age limit for candidates belonging to General Category is 30 years whereas for candidates belonging to SC/ST category, it is 35 years.

BCA graduates can apply for TNPSC exam. You can apply for jobs in different government departments in Tamil Nadu if you qualify in this exam. Upper age limit for TNPSC exam is 30 years. There is age relaxation for reserved categories. The method of selection in TNPSC exam is Written Test and Personal Interview. One needs to qualify in Written Test to attend Personal Interview. This exam is normally conducted in May. Candidates can apply for this exam by logging in to TNPSC official website.

Since your age is 21yrs it is a perfect age at which you can attempt for the paper. The eligibility criterion for the exam is that the candidate should be 21yrs old.
You have no problems or issues regarding the age .

The college where you have completed your BCA must be authorized and recognized

I am really sorry to say that you are not eligible for writing the examination as the main criterion on which you can write the exam is you should hold a degree of any respective at the time of registration.

anyways the age is also not right as your age may be 20 yrs actually you ahve to be 21yrs so only when these 2 criterion meet then you can be eligible for the exam
