you have to score good marks in the gre entrance exam and best institute is depend on the which field you want to do because every field has different different best institute GRE Entrance exam is helpful to get admission for pg courses in abroad admission

oh and about the doubt as to usa or uk ? there is hardly any difference in education quality except that there are more number of colleges and grad schools in america with a better "HYPE" which doesn't hurt in the job market . good luck !

There are only few institutes in UK providing doctoral programs in Medicine.
But whereas, in USA there are many universities and Medicine schools providing doctoral programs in Medicine.

In order to pursue your higher education in USA, you have to take GRE and TOEFL/IELTS tests. You have to apply at least 6-8 months prior to your admission.

I would suggest you to go to USA as its well known for good amount of research work.

You didnt mention your field , still if you are in commerce field then go to Itlay , US.
otherwise if you are in science then germany and france are better.
