Union Public Service Commission and Public Service Commission of respective states conducts entrance examination for various fields and positions and for most of them, one needs to hold a Bachelors Degree or equivalent qualification.
Now, It really does not matters whether you have completed your bachelors degree program after a Diploma course or have followed bachelors degree program after completion of higher secondary, if you are a graduate, you will be considered eligible for graduate level examination provided you fulfill other eligibility criteria applicable to each examination conducted by Union Public Service Commission, Public Service Commission of respective states or any other regulatory bodies.
Specifically out of all the examinations conducted by Union Public Service Commission, being an Engineering Graduate, you may apply for the following examinations:

• Indian Engineering Service Examination
• Civil Service Examination
• Combined Defense Service Examination

For more information regarding the eligibility criteria of any particular examination, refer to the official website of the regulatory body conducting the examination.

Sir, I have finished ny diploma , can i attend UPSC exam?

Yes, an Engineer having B.Tech. Degree can give UPSC exams.

UNION PUBLIC SERVICE COMMISSION(UPSC) conducts various examinations such as :-

CIVIL SERVICE EXAMINATION
INDIAN ENGINEERING SERVICE
COMBINED DEFENCE SERVICE

To become an IAS/IPS/IRS/IFS etc. the candidate having Graduation Degree in any stream from a recognised University within the age of 21 to 30 years, can appear for Civil Service Exam.

To become an IES officer the candidate having Graduation Degree in Engineering from a recognised University within the age of 21 to 30 years, can apply for IES.

To serve Indian Defence Sector, candidate having Graduation Degree in any stream of education from a recognised University within the age of 19 to 25 years can appear for the CDS entrance exam.
