Can I apply for 33% Scholarship from Indian Navy Benevolent Association while in 2nd year of B.Tech?

Well actually i got admission to IIT kharagpur, B.tech this year but didn't know that we can get 33% scholarship from Indian Navy Benevolent Association. Since the last date for application is gone can I apply for same from 2nd year of B.Tech?
