Sir I am in my final year right now..and by the end of the june2016 I will complete my graduation and most probably I would get my degree in hand till October 2016.so sir can I apply for the upcoming prelims that is on may 8 2016???

Yes, you can apply for Civil Services as final year candidates are eligible to apply for examination but your age must be at least 21 years on 1st August of year of examination.

The Civil Services exam in 2016 will be conducted on 07th of August, 2016. Notification will be released on 23rd April, 2016. Last date to apply for exam is 20-05-2016. You can apply for exam at http://www.upsconline.nic.in

From 2015, CSAT that is second paper of Preliminary exam is made qualifying, candidat just need to score 33% marks.

Yes you can fill IAS exam rather your degree receive on October. You can fill the IAS exam after completing your graduation or in final year of graduation. For IAS exam you should have eligibilities:
You should have minimum qualification of graduation or any bachelor's degree.
Candidate should have age above than 21 years.
You should be a citizen of India.

Having these eligibilities you can apply for the IAS exam and fill the all details in form like Percentage, qualification and all other things, and appear for the exam.
You will need your documents after clearing the exam. Once you clear the exam than the selection board will call you for the document verification and interview round. At that time you will be need your documents. And at that time you will be collect your certificates from your college or university. So don't panic about documents.
