No way. Engineering can be done only if you had PCM in 12th.

No you are not eligible for any engineering field after arts .if you want to become a civil engineering you have to take admission in diploma on basis of 10th standard marks and also you will be take admission in degree after diploma .

No, you are not eligible to purse Civil Engineering, in fact any engineering course after passing 12th with Arts stream.
To purse any under Graduate engineering courses, one has to complete 12th standard with Physics, Chemistry and Mathematics as subjects of studies. You may purse Diploma engineering Courses after 12th with Arts stream but on the basis of 10th qualification and after completion of Diploma in Civil Engineering, you can be admitted to under Graduate Civil Engg. courses through lateral entry in 2nd year of B.Tech. Degree to complete B.Tech. in Civil engineering.
