Yes you can surely get scholarship if you do M tech without appearing GATE. The scholarship is provided by State Govt.

dear friend,
Government college with scholarship through GATE score
it is totally dependent on your rank of gate
if you have top ran k and go for admission
to IIT or NIT they give scholarship
