I'm doing b.tech from sunrise university can I take addmission b.tech second year in other university

Switching from one university to another university for taking admission in B.Tech 2nd year after doing B.tech 1st year is not possible. Switching colleges affiliated under the same university is possible but under certain conditions as mentioned by the institutions guidelines. There should be a valid reason for the switch and also there should be seat available in the college where you wish to switch.
