the operating system is a resource allocator i.e it controls the hardware, it provides common programs like calculator, notepad, paint..etc.. & it makes a environment or platform in which a user can install application software. You can't install application software without installing operating system.
Example:you can't install ms-office, media players etc..without installing windows operating system.

A network operating system is a type of operating system that is designed for network use. It manages concurrent client requests & it shares files, application programs and printers between computers.

then you for the server system if you install an operating system then it will install through out the 60 systems
