How central government (Army) employee's daughter can be treated as Local or Non Local?


Sir I am serving in Army as central government employee. I am transfering from station to another station once in two years. My daughter studied 9 & 10 in Telangana (2012-13, 2013-14) and studying inter in AP (2014-15 2015-16). My permanent home address is in AP(Tenali). My question is
1. How my daughter treat Local/Non local to part in EAMCET entrance?

As i belong to telangana my age is 50 years my daughter studied 12 years in telangana (LKG to 10th) and unfortunate condition she studied inter 2 years in tamailnadu
just this reason Hyderabad JNAFAU people considered as non local, How far justice is this i did not understood. Their logic is 9th to 12 th must read in telangana state.

If any other state student studied these 4 years in telangana can he become local? Their answer is yes.
This is the concept of EDUCATIONAL SYSTEM in Telangana.
