if a person has done diploma (polytechnic) in electric engineering along with 12 can he do post graduate course

No if a person has done intermediate/diploma and other equivalent examination 12,he is not applicable for post graduation courses.

Diploma/intermediate and other equivalent exams like 10+2 higher secondary are all same and have equal educational importance.all of them are equivalent exams and are considered similar in nature after completing 10th,secondary examination any one can be opted.There is no difference between 12th diploma and other equivalent examinations after completing class 10,all are of intermediate level and are equivalent in nature.

Although diploma is a three year course and 12 is two and for that reason diploma is considered superior to 12 at some places,but despite of that it is an equivalent to higher secondary.

After completing intermediate which is both diploma and 12,one goes for three years
(generally) for graduation/bachelor degree course after that comes post graduation of two years.but only after completing three year graduation course and then post graduation.
As you have done only intermediate and not graduation of three year courses,you are not eligible for applying for post graduation.
