I am 3rd B.tech student now I have a year back problem I just want to restart my b.tech because I love to do programming

There is no need to do b.tech again.
Since you are in your 3rd year, doing b.tech again means you have to complete the 2 years again.

But with the current backlog you will have to reappear only for one year. So, in this case only one year of yours will get wasted.

But yes if you are thinking from the placement point of view, then you are absolutely correct.
Companies will never prefer a candidate who has a year backlog and in that case your reappearing for the b.tech would be beneficial.

So, its totally up to you, which way you want to head yourself, but our advise would be that while choosing the option consider a long term plan instead of a short term benefit.
