BSNL dates are still not publish......yet so keep checkin the websitewww.bsnl.co.in
notification mostly come in the month of feb and exam will be held in april/may.
But BSNL is now days looking for VRS(Voluntary Retirement) for the old employees which is delayed as per sources so BSNL JTO Recruitment 2011 plan is on HOLD or CANCELLED..

Since you are from ECE there are lots and lots of other opportunity for government jobs
  • BSNL(bharat sanchar nigam limited)
  • ISRO(Indian space research organisation)
  • DRDO(Defense research and development organisation)
  • ECIL(Electronic cooperation of india limited)
  • AAI(Airport authority of India)
  • SAIL(Steel authority of india)
  • RRB(Railway recruitment board)
  • UPSC(Union Public Service Commission )

Yes BSNL is running into losses...It has slipped down to 5th place in the telecom space behind Bharti,Vodafone,Idea and Tata Teleservices...Till now there has been no news of JTO exam and it is highly unlikely until BSNL runs into profits again
