The Examination conducted for Indian Administrative Service and Indian Police Service is known as Civil Service Examination and is regulated by Union Public Service Commission.
Now, the first stage of the Civil Service Examination 2012, i.e. Preliminary Exam has already been conducted and the Main Exam has already been scheduled on 05.10.2012.
Since it is not possible to write the Civil Service Examination in the year 2012, you may apply for the Civil Service Examination to be held in 2013. The notification for the same will most probably publish in the month of February-March 2013 and you will be able to apply for the examination as soon as the application forms are made available online on the official website of Union Public Service Commission.

Civil Services exam is conducted by U.P.S.C once in a year.

IMPORTANT DATE FOR CIVIL SERVICES, 2013:-
Date Of Notification:-02.02.2013
Last date of submission of form:-04.03.2013 (MONDAY)
Date of exam Prelims:-19.05.2013 (SUNDAY)
Date of Mains exam:- 19.05.2013 (SUNDAY)

If you want to become an IPS officer than in that case you have to give the Civil Services Exams conducted by UPSC

This exam is held for 24 posts and these are IAS,IPS,IFS,IRS etc

Educatiional qualifications required is:
Graduation pass in any stream
No minimum marks required in graduation

Age-
Minimum 21 years
Maximum -30 years for all the General category candidates
Maximum 33 years for the OBC candidates
Maximum 35 years for the SC/ST candidates

Attempts-
General candidates- 4
OBC candidates -7
SC/ST candidates- No such restrictions

UPSC Civil Services Exams are held in three stages:
Prelims

Next prelims exams would be held in May 2014

If you want to get into IAS or IPS, you have to crack the civil services exam.

This exam is being conducted by UPSC (Union Public Service Commission) every year to recruit the candidates into various civil services like
Indian Administrative Service
Indian Police Service
Indian Foreign Service
Indian Postal Service etc.

The candidate should possess Graduation as the minimum requirement in order to apply for this exam.

Candidates who are pursuing final year of Graduation can also apply for this exam.

Directly you can not get job in civil services through written exam, but you have to crack the following selection procedure
CSAT (Civil Services Aptitude Test)
Civil Services Main Exam
Interview

You did not mention whether you have completed Graduation or not.

If you have completed your Graduation, then you can apply for this civil services exam.

I am sorry to say that, for this academic year, CSAT Exam was conducted in the month of May.

Again you can expect the exam in the same month of next academic year.

So, you are having ample time with you to prepare for this exam.

Make the most of this time and carry out your preparation for this exam in an extraordinary manner.

It would be better for any candidate to join in coaching institute before starting preparation for this exam.

There will be age criteria for the candidates to take this exam which will be
21-30 years for General category
21-33 years for OBC category
21-35 years for SC or ST category.

You have to wait for Next year notification for Civil services exam by UPSC.
