Getting 99 marks in 1 subject is not enough in getting scholarship. Same kind of marks would be needed in all the subjects.

I was not sure of the kind of scholarship that you are talking about.

There would be different kind of scholarships. Few of them are
-Merit based scholarships
-Category based scholarships

Now a days, there is no fees for professional courses in Graduation as the Government would be paying the fees to college in the form of scholarship and students will also receive some additional amount in addition to fees reimbursement.

There is another scholarship like EBC which means Economically Backward Caste. Even for those students who fall under this, no need to pay any college fees.

In addition to these scholarships, there would be some scholarships offered by charitable trusts for which merit in Intermediate is required.
