Why Public Service Commission gives more preferences to Engineering graduates?

I want to make my career through Public Service Commission. I am a BCom graduate. I want to know that why PSC is giving more chances of recruitment to BTech Engineering candidates. Why PSC is giving more opportunities to BTech graduate?
