Sir, I am Ramesh qualified CSIR NET and also joined at CSIR IICT as project fellow. Sir I am eligible or not? To do phd? If am not eligible what can I do? Please inform me. Thank you.

You can surely apply for PH.D admission when there is notification released by the concerned institute. You have got CSIR NET qualification plus you are a project fellow which is definitely a plus point for you. You just have to be prepared for interview and viva. You don't have to appear for any entrance exam as you are NET qualified.

Just keep track of PH.D notification of top universities and apply accordingly. You have to be prepared for the interview because only a good performance can get you admission. Get your research topic ready with a scientific writeup.
