What is average time duration taken to complete Ph.D via UGC JRF?


For doing Phd Through UGC-JRF, what is the average time duration in which JRF and Phd will be completed from a government university?
Does it make any difference if a person does Phd from a government or a private university, I mean if a private university is legally recognized and has good name?
How will it serve the purpose if a person clears UGC-NET for lecturership and side bu side does a part time Phd from a well recognized private university?
