Candidates who have completed their B.Com general with minimum 55% to 60% marks from a recognized college are eligible to pursue M.Com. So, you are also eligible to pursue M.Com. Some universities my conduct a written examination to select the eligible candidates and some select the candidates on the basis of marks secured in graduation.

Yes you can join M.Com even if you haven't pursued B.Com Honors.
The qualification required to apply for M.Com is B.Com Honors/Pass with minimum 50% marks from a recognized university.
However some universities demands B.Com Honors course in order to offer M.Com degree course.
