My total % of 12th high secondary is-49%
and in pcm-48% from wb(west bengal board)
can i apply for jee mains ?

Yes, you are eligible to appear for JEE Main examination, because there is no specific percentage criteria required to be eligible to appear for JEE Main examination. But, you must have passed 12th or equivalent with Mathematics, Physics and Chemistry subjects from a recognised board. Since, you have secured 49% in your 12th standard from West Bengal Board, you are eligible to appear for JEE Main examination. Candidates who qualify JEE Main examination and who have secured top 1,50,000 rank in JEE Main examination are eligible to appear for JEE Advanced examination.

Candidate must score at least 50% in 12 in physics chemistry and mathematics
Candidate must be of a certain age at the time of admission
As you have not scored 50% in your 12 standard you are not eligible for the exam and many courses
You can try to get admission in other different courses
