You should not choose your place of higher studies with respect to the country. Rather, you should choose your place of higher studies on the basis of rank of the institute and the exposure facilities offered by the institutes which you are having as options. However, coming to your query, countries like UK, USA, Australia, Japan, etc. have good medical standards, houses good medical institutes and are among the best places to pursue studies in medical field.
