Can I do Ph.D in Music(related indian classical music) in usa with out TOEFL and GRE?

Yes, you can do Doctor of Musical Arts degree(D.M.A.) from USA but you will have to sit in TOEFL/IELTS English proficiency test. If you want to pursue Ph.D in Music related to Indian classical music so you should pursue it from an Indian University. American Universities provide Ph.D. in Western music they do not provide Ph.D. in Indian Classical Music.
