With all due respect Does any general rule of scholarship will apply to people around the world or are there set countries?

There is no general rule as such in the entire world for scholarships. It depends on the concerned organization who is providing the scholarship regarding the norms and terms and conditions of the scholarships. Usually students who excels in their field of study with outstanding performances are given scholarships by almost every institute across the world. Scholarships are also given by most of the institutes if any student who takes admission in their institute has produced outstanding performance in the entrance exam based on which the institute takes admission or in some extra curricular field leading to the fame and enhancement in the reputation of the institute.
