If you are looking for correspondence diploma then you have to apply for IGNOU admission. Distance mode diploma courses are not approved by AICTE which is a big disadvantage if you want to get a government job.

According to your ITI qualification you will get admission in second year of the diploma engineering course through polytechnic entrance exam.
