It depends from post to post and recruitment to recruitment.BEL recruits Engineers on the basis of contract or on the basis of permanent commission with the starting post as Trainee and later as an Engineer. For the permanent commission, BEL usually mentions that it need first class Engineering graduates or Engineering graduates having above 60% or 65% based on the competition.

The notifications regarding recruitment is mentioned in the following link
BEL(Careers)-Click here

Relaxation of aggregate may or may not be given to SC Candidates.Mostly relaxation is not given for the SC/ST candidates in a company like BEL.There are very few chances of getting selected in BEL because you have got a very low aggregate and you can apply only for contract basis type of jobs. Please visit the above link where all the notifications are attached in PDF files.

Selection will be through written test (objective type question in above diciplines) followed by an interview. Eligible candidates, who satisfy the above conditions, will be called for written test/ interview.

dear friend,
No, My friend you are not eligible to applying for BHEL..
The eligibility criteria for Engineer Trainee post-
Educational Qualification-
One must have complete the graduation as B.E/B.tech..
One should have 65% aggregate in graduation..
****(For SC/ST , one must have 60% aggregate in graduation)...
Age criteria-
The candidates age should be less than 30years..
For SC/ST the age relaxation is 5years, and for OBC the age relaxation is 3 years..

these are the criteria you have to fulfill..
AS you don't have 60% aggregate in graduation then sorry to say you that you are not eligible..
