You need to apply for transfer to the university authorities through your college principal.
You must mention valid reason, why you are asking transfer to other college.

University authorities consider your marks in HSC, first year marks, and the minimum cut off of that college.

If you found eligible university authorities notify you via your college.

I am really sorry, but you could have changed your college if you were in your first year right now, and from second year you wanted it to be changed.

But since you have done your second year too, now the chances of the change in college are very bleak.

You can talk and request your college authorities, if you have any genuine reason, but still I do not feel that in the third year any college would allow change of stream nor college.

Please contact and check with your college administrative authorities.
