There is no internal mechanism in IAF to migrate to other branches once you are inside. Pilots after being grounded on medical /disciplinary are reallocated branches like logistics or adm.
You will not be permitted to right AFCAT /EKT once you are commissioned as for writing these exams you will need NOC from Vayu Bhawan. Having spent lakhs on your training you are unlikely to get that NOC.
