can obc cutoff marks exceed general cutoff marks...please tell me if its true

1. The concept behind cut off is-
the average number of marks that the average number of passing students have received.

2. Since the number of general students > number of OBC students.....ALWAYS
therefore- cut off of general students > cut off of OBC students.......ALWAYS

3. This equation can only change in the case the number of OBC students exceed the number of number of general students which hardly happens in any exam.

4. So, practically the answer to your query is NO.
