No , diploma after passing 10th is not enough for your eligibility for the civil services as the diploma is considered as the senior secondary degree and for your desired service the minimum educational qualifications required is a bachelor degree with any stream from a recognized university .

Also ,for joining civil services you will have to clear Civil Services examination conducted by Union Public Services Commission once every year .Also the examination is conducted in three stages which are Preliminary test , Mains and Personal interview in order .

The other qualifications required for appearing in this examination apart from the educational qualification are as given below :-

* You must have the nationality of India .

* As per the new rules ,your age must be with 21 years to 32 years( earlier it was 30 years ) if you belong to the general category otherwise relaxation is offered for other categories as per the government norms .

So for fulfilling your wish you first complete your graduation with any desired stream of yours and then clear this entrance examination .
