Do power sector utilities sponsor students for higher studies?

Does power sector utilities ( government companies) like NTPC ,Power grid corporation of India Ltd. promote or give you leverage in pursuing higher studies viz. M.Tech. / MBA ...? If yes, after how much experience you can go in ?
Also , do they sponsor you ? Any chance of they sending you for foreign studies ?
Why the implementation of 6 th pay has caused difference in salaries of oil companies like IOCL, BPCL ( ctc 8.1 lac) and other companies like NTPC ( ctc 10.84 lac)?
