there is oppurtunity for you in Merchant Navy.

Qualification for which is B.Tech (ECE) with at least 60% aggregate. you can join any institute to study it.

you can join as a Radio Officer . for that you have to do two to three week GMDSS course.

Yes you are eligible to join the Merchant Navy stream. This is provided you have at least 55% marks. You will need to clear the entrance exam and interview round. There after there will be training period of 1 year. Only after that will you be eligible to join this stream.

Sorry you are not eligible for Merchant Navy Job.In order to get a job,you have to complete your B.Tech and then only you can go for it.I'm providing some information about the eligibility criteria for Merchant Navy Job.

Eligibility for Merchant Navy Officers::

3 year degree course in Nautical Science for (10+2) students.
4 year degree course in Marine Engineering for (10+2) students.
2 year course for Diploma Holders.

yes, you are eligible for the post of Engine Cadet/ Fifth Engineer/ Junior Engineer in Merchant NAVY.....

if your stream was electrical, mechanical or technology, then you can apply for direct entry to the posts of Engine Cadet/ Fifth Engineer/ Junior Engineer.

you can apply with your 12th degree(PCM), but for the post of Deck cadet.

Direct entry Deck Cadets are required to undergo basic pre-sea training arranged by the recruiting company itself.

to apply with your Engineering degree, you should do Marine Engineering.....

the direct entry Engineering cadets are preferred to do a Pre-sea course of 9 months duration in Marine Engineering conducted by the MERI.
