You need to appear for the GRE and TOEFL Entrance Examination to be eligible for the course of MS in Germany.
Once you can crack these two Entrance Examinations you will have to apply in the Universities of your choice in Germany for the course of PhD.
Once you have done that a Personal Interview will be conducted and once you are able to clear the Personal Interview you will be eligible for the course of PhD in Germany.
This is the process that is followed for the course of PhD in Germany.
