I am not too sure whether Karnataka State Open University (KSOU) offers Diploma Program in Marine Mechanical Fitter. As per the official website of the university, the diploma courses offered by the university are as follows:

Diploma In Mechanical Engineering
Diploma In Civil Engineering
Diploma In Computer Engineering
Diploma In Electrical Engineering
Diploma In Electronics & Telecommunication Engineering
Diploma In Automobile Engineering
Diploma In Fire Safety
Diploma Multimedia

As far as the recognition of the university is concerned, KSOU is approved by University Grant Commission but any technical program needs to be recognized by All India Council for Technical Education (AICTE) to be accepted on all India basis but as per the AICTE regulation, any technical course offered by a university , apart from MBA and MCA, through distance mode will be not be recognized by the council no matter how reputed the university is.
