How to join diploma after passing 12th with 55%?

i am 12th pass in 2011 with 55% marks and date of birth 17-08-1993. now i go for diploma. after completing diploma cours can i abel to fill iit jee.

I passed 12 science in october 2012 with 45% . Can i join deploma on 12 std base.
